The FBI arrested a CIA contractor Friday morning on a federal charge that he leaked national defense information to a woman who published classified material on her Substack page.

Ian A. Brinksman, 42, of Washington, D.C., was taken into custody after agents searched his home, the U.S. Department of Justice said. He is charged by criminal complaint with unlawfully transmitting national defense information. The Washington Examiner first reported the arrest Friday night.

What the complaint says

The case is in federal court in the Eastern District of Virginia. Prosecutors laid out these points in the complaint and the Justice Department release.

  • His job: Brinksman went to work for a federal agency in Northern Virginia in 2020. In 2022 he became a systems integration developer for a company that contracts with the same agency.
  • His clearance: He held a Top Secret clearance with access to Sensitive Compartmented Information the whole time covered by the complaint.
  • The writer: Prosecutors say he had a personal relationship with a woman who runs a Substack publication. A September 2026 fundraising post on her page claimed she had published reporting based on classified assessments. Her social media profile said she also accepts leaks.
  • The referral: CIA Director John Ratcliffe said the agency referred the contractor to the FBI. The FBI Chicago Field Office is leading the investigation, with help from the Washington Field Office.

What officials said

“As alleged, Brinksman reached far outside his own duties to obtain some of our Nation’s most closely held secrets and handed them to a romantic partner he knew intended to publish them,” said John A. Eisenberg, the assistant attorney general for national security.

FBI Director Kash Patel said catching people who leak classified information is a top counterintelligence priority. Attorney General Todd Blanche said the department will keep prosecuting people who put national security at risk. Ratcliffe said the agency has “absolutely zero tolerance for leaking.”

What happens next

A criminal complaint is an accusation, not a finding of guilt. Brinksman is presumed innocent unless prosecutors prove the charge in court. Lawyers from the Justice Department’s National Security Division and the U.S. Attorney’s Office for the Eastern District of Virginia are handling the case. The release did not name a court date or a lawyer for Brinksman.

The arrest came the same day federal prosecutors charged two former FBI officials with lying to Congress. iSEARK.com covered that case in this report.
